It was always in question, what factors could behind the draw back in economies?Why countries with resourceful situations are not growing?
It seems some of the answers could be found in this article by Economist.
For Argentina for instance, the writer examples that in 1914, Argentina economy was stronger than Germany while during 100 years it is facing a steep decline.
"Firstly, Argentina may have been rich 100 years ago but it was not modern. That made adjustment hard when external shocks hit. The second theory stresses the role of trade policy. Third, when it needed to change, Argentina lacked the institutions to create successful policies."

Monetary reward is not always working
This smart video from one of my contacts shows interesting facts.
Basically, monetary rewards to encourage individuals to solve complex problems is not successful. The eagerness to get the reward creates stress in individuals hence they can not figure out the solution.

GRE Test:
As part of my efforts to study in US, i realized in order you get a good scholarship and fund to study in PhD in US, you need to have pretty high scores in GRE. Ok, fair enough.
What is GRE exam?
I bought the GRE books preparations and started to study them. Funny thing is that GRE exam is purely a test of English language rather than testing your other abilities like creativity or analyzing complex issues. If you have a strong and rich English vocabulary background with a good or average math level you have a good change of high scores. That's why you will see so many Indians are so successful in GRE exam, since their language is strong from their high school in India.
To me, this idea is so stupid, can you guarantee that with GRE exam you (as a university scholarship giver) have selected top candidates just based on rich strange vocabulary in English ?
how is that possible? for studying in PhD you need to be a creative person.
You need to see the whole universe and subjects in a way that others can't see. You really need to be an odd person ... a geek , strange person who questions everything... and GRE high scores are exactly the opposite. The are fast and automated people... they react so fast based on their educated minds not intelligence. They are educated in this society so good! how can they question the whole system and create inspiration? i doubt it.
